Abstract

Cette thèse analyse les processus de la construction d'une domination étatique à partir de l'État et de l'ethnicité comme référents d'action politique au Burundi. Elle suggère que trois processus qui se combinent et qui se renforcent mutuellement peuvent être dégagés analytiquement dans la construction d'une domination étatique dans le cas du Burundi, à savoir (a) un processus d'étatisation; (b) un processus de militarisation; (c) un processus d'ethnicisation.

Cette étude démontrera que l'étatisation du Burundi au sortir de la colonisation a eu trois conséquences: d'abord la décomposition du pouvoir monarchique et la disparition d'un ordre coutumier au bénéfice d'un ordre légalo-bureaucratique, ensuite la construction d'un pouvoir militaro-civil qui désintègre l'ordre légalo-bureaucratique, et enfin, la longue marche ethnique de l'administration publique comme moyen d'arrangement du désordre mis en place par la militarisation. Cette ethnicisation renforcée de l'État produit à son tour une osmose entre les échelles d'ordre, de classe et de statut.

This thesis analyzes the processes of construction of state domination based on the State and ethnicity as referents of political action in Burundi. It suggests that three processes that combine and reinforce each other can be analytically identified in the construction of state domination in the case of Burundi, namely (a) a process of statization; (b) a process of militarization; (c) a process of ethnicization.

This study will demonstrate that the stateization of Burundi at the end of colonization had three consequences: first the decomposition of monarchical power and the disappearance of a customary order in favor of a legal-bureaucratic order, then the construction of a military-civilian power which disintegrates the legal-bureaucratic order, and finally, the long ethnic march of public administration as a means of arranging the disorder established by militarization. This reinforced ethnicization of the State in turn produces an osmosis between the scales of order, class and status.
