Abstract
Due to their scarcity and importance, energy resources have become an important consideration in world politics. To date this consideration had been studied mostly in the context of big states like the United States and China among others. This research examines the impact of energy resources on the foreign policy behavior of small states by using the cases of Kyrgyzstan and Turkmenistan, two small post-Soviet states in Central Asia that display different foreign policy patterns despite having many other resemblances. The study finds strong evidence supporting the point that abundance or scarcity of energy resources has an impact on foreign policy behavior of small states.
